I'm playing with Ordinator Perk Overhaul, so there are tons of perks to choose from, but gaining perks is incredibly slow and painful since its 1 at a time. Are any mods that can fix this at all? Something that gives you 2 perk points per level, or some immersive way to get them through gameplay?

Using .setav will set your skill to that level but not grant perk points. The .advskill gives that skill experience as if you were using it. So adding 1 won't increase the level, just how close it is to levelling. Popping 50m into it will max it at 100 and give you the perk points to go with those advances.
