Pretty sure you can only have one settlement. You can claim new ones but that abandons the old one. For a new player I wouldn't recommend putting much effort into it. Focus on upgrading your exo suit, and your personal ship. This game will take dozens of hours, so be ready.

Eventually you might get some units or materials, but unit economy in NMS is broken, and it's much easier to do CE in a med/large refiner or craft SD or FI for units than to babysit a settlement. At the bottom of the page in Additional Information: A player may only be the Overseer for one Settlement at a time. It is possible to have more settlements in different saves, but they will be glitchy.
