If so you need to scrap either the mod box or a rifle with the mod attached for a chance to learn it to craft. It's rare but sometimes the Vendorbot at Berkley Springs station will sell the mod box.

You van learn the mod by scrapping the mod box or putting it on a bp rifle and scrapping the rifle. I’ve always got the mod to unlock by scrapping from 3-5 mod boxes or modded rifles. Once I have the mod unlocked I craft bp rifles with bayonets and put them in my vending machines for around 500 caps each.

That mod (block powder rifle bayonet) is broken. It is supposed to be leaned from scrapping the black powder rifle but the OMOD record is setup incorrectly to have it leaned from scrapping the mod, not the weapon. It is the only learnable by scrapping mod setup that way, so nobody knows if it would even work. Scrapping black powder rifles also does not work, as the black powder rifle does not have any mods anymore with Wastelanders.
