Dbd could not connect to rtm server.
I'm running CUCM 11.5 (SU1). I've just discovered that when I try and download trace/log files using RTMT, it complains that it can't talk to any of the subscribers in my cluster. Yet the rest of RTMT (e.g. all the performance monitoring, etc) is working fine. RTMT says to check connectivity & DNS, but that's all fine.
Try to stop and restart the server again. If indeed the challenge is port 5432 as you suspect, you can try to start postgres on another port say 5433 and see what happens. Others have party creation failed dbd issue or even could not connect to rtm server in Dead by Daylight. Even if you have a good internet connection with an average speed of 50 MB/s, you might complain of lag in the server, disconnections, and a very low ping of 10-20.

RTM Server issue. Tech Support. When the game tries to connect RTM servers, it says "could not connect to RTM servers". I tried flushing dns cache, changing dns provider and restarting pc/steam but no result. I tried opening dbd's support page (support.deadbydaylight.com) and it won't load BUT deadbydaylight.com opens and works fine!
