Edit: I just tried that but it doesn't disable the key on chime if the seatbelt isn't connect. Only the driving without seatbelt chime.

That chime usually only goes off once the car hits a certain speed without sensing that the seat belt was connected or once you have been driving a certain amount of seconds with the seat belt disconnected. It doesn't just sound when you open the door.
