Even if teh cpu is at 30 degrees it does not matter it can not go below 2800 RPM.Had the same problem with my RTX 2060 Windforce from Gigabyte. Switching to the Beta Version of MSI Afterburner solved my problem. I hope it also works for you! You might as well try Gigabyte's own GPU overclocking and fan control software as a troubleshooting measure.
