In draft mode the lift should only raise during the last two inches of travel on the control lever. You can move the quadrant backward or forward to adjust this.The PTO lever is on the left side and just about under your leg. Forward is neutral or unengaged and back is engaged. I think it is a Ford 3000 built in Antwerp Belgium in 1970. My IT manual is a FO-31. The manual says the pressure relief valve is underneath the tractor in the bottom of the hydraulic unit.
