Unless you use console commands I'm pretty sure you can't have children with Rhagaea. You can't. The reason being that Clan Leaders, which Rhagaea and your character are, can't marry eachother. Clan Leaders can marry any other suitable partner though. Take note that unlike other marriages, a Clan Leader's spouse always joins their clan, even if ...
