For the golems to spawn you will also need 10 villagers and 20 beds. All villagers must be linked to a bed. In addition 75% of all villagers must be linked to a job block and have worked that job block in the previous day. So once it's all setup correctly it will still take one more day to start working. Hope it helps.The ONLY thing you can do is break the beds and put them back to reset the POI and allow villagers to reclaim the bed. This is not quite so big a deal in breeders, but it *kills* iron farms. Hopefully this is resolved in 1.15. I do not have a link to the bug report.

I can see the side of a grass block, meaning there is an open space nearby. To be safe, there should be no iron golem spawnable space in 8-10 blocks from the villagers in all directions. That is not the exact numbers, but is a safe margin. hide the villagers form the zombie to make them sleep and then uncover them.
