Don't know if this is something obvious in the ck3 player base or not, but the idea of de jure kingdoms didn't exist in the 9th or 11th centuries. They're a much later concept. The ck3 world is broken up into de jure empires which are made up of de jure kingdoms, which are made up of de jure duchies and those are made up of counties.
